Continual is concerned about Benefaction’s actions and wanted him exiled, but the War Council advises his execution. Several months later, Continual leaves Cavity with most of his forces intact and makes it to Bias-an-Boat in Vulcan, where he signs the Pact of Bias-an- Boat and heads for Hong Kong.
